If your deed says kat irtifakı, the building has not received its occupancy permit and the unit has not been converted to full condominium ownership. That conversion is a step that can be delayed, and the gap matters for resale, financing and utilities.
Commonly confused with
Kat mülkiyeti is the completed form — full ownership of a unit in a finished, permitted building. Buying at the kat irtifakı stage is normal, but it is not the same thing.

On deeds for newly built and off-plan flats — the single most common surprise for foreign buyers.
